지방문화진흥법 도입 후 지역문화정책 연구 동향 분석: 텍스트마이닝 방법론의 활용

지역문화정책은 지역의 문화격차를 해소하고, 지역민의 문화활동을 지원하는 등을목적으로 진행되고 있다. 본 연구는 2014년 ｢지역문화진흥법｣ 시행 이후 국내 지역문화정책 연구동향을 분석하여, 지역문화정책이 기본원칙에 부합하는지, 과정은 어떠한지 확인한다. 연구목적을 달성하기 위하여 빅데이터를 분석하는 텍스트 마이닝 기법 중단어 빈도 및 TF-IDF, N-gram, 네트워크, CONCOR 분석 등을 활용하였다. 분석 결과 지역문화정책 관련 연구는 양적으로 증가하였으며, 연구 주제는 지역 간 문화격차해소, 고유문화 발굴, 지역민 삶의 질 향상 등 기본원칙에 부합하는 연구가 진행되었다. 다만 사례 및 현황 연구가 대부분으로 정책 평가 등의 연구는 거의 없음을 확인하였다. 이에 지역문화정책 연구가 사례기반 연구에서 벗어나 정책집행 과정분석 및 정책평가등의 연구로 확장될 필요가 있음을 제안하였다.
Abstract
Local cultural policies are being conducted for the purpose of bridging regional cultural gaps and supporting local cultural activities. This study analyzes research trends in local cultural policies after the enforcement of the Local Culture Promotion Act in 2014 to confirm whether local cultural policies conform to the basic principles and how the process is. In order to achieve the research objectives, word frequency, TF-IDF, N-gram, network, and CONCOR analysis were used among text mining techniques that analyze big data. As a result of the analysis, research related to local cultural policy increased quantitatively. As for the research subject, research was conducted in accordance with the basic principles, such as bridging the cultural gap between regions, discovering unique cultures, and improving the quality of life of local residents. However, most of the case and current status studies have confirmed that there are few studies such as policy evaluation. Accordingly, the researcher suggested that the study of local cultural policy needs to be expanded to research such as policy execution process analysis and policy evaluation, away from case-based research.
