본 연구는 지방의 국제화 시대를 맞이하여 국제화의 동인, 지방의 국제화 추진역량에 대한 이론적 논의를 토대로 지방의 국제화 추진역량 평가에 대한 분석틀을 설정하였다. 분석틀의 주요변수로는 지방의 국제화 역량으로서 중앙과 지방간 관계 속에서의 추진역량, 지방 자체적인 추진역량을 설정하였다. 이러한 분석틀에 의거하여 외향적 국제화 사례로서 경기도의 외국인 투자유치정책과 내향적 국제화 사례로서 ISO 9001 도입정책을 비교분석하여 정책적 함의를 도출하였다.
Abstract
This study attempts to establish an analytic framework for evaluating the capacity of the local government to promote internationalization, based on existing theoretical discussions about internationalization impetus, local capacity, and so on. Two important variables of internationalization at the local level are identified: intergovernmental relations and the local government's own capacity for internationalization. On the basis of this framework, two cases from the Gyeonggi provincial government were comparatively analyzed. The first case is the foreign direct investment policy, which represents outward internationalization. The second case is ISO 9001 qualification efforts, which represents inward internationalization. Among the findings of this study, the most important is that the capacity elements of successful outward internationalization are different from those of inward internationalization. In particular, the cooperative relationship between the central and the local government is crucial for successful outward internationalization.
