초록

사회문제 해결의 기제로서 거버넌스의 형성을 촉진하기 위한 사회적 조건으로서 ‘사회자본(Social Capital)'은 중요한 역할을 담당하고 있다. 그럼에도 불구하고 사회자본에 대한 명확한 개념적 인식이나 분석적 모형는 제시되지 못하고 있다. 이에 본 연구는 사회자본을 5가지 측면으로 인식되는 신뢰로서 정의하고, 사회자본에 영향을 미치는 변수로서 사회적 특성과 행위를 제시하여 보다 분석적 모형으로서 사회자본을 살펴보고자 한다. 사회자본은 사회적 특성과 행위를 바탕으로 형성되는 공동체적 자산으로 다차원적 신뢰로 정의할 수 있다. 개인과 지역이 가지는 사회적 특성은 이러한 사회자본에 바탕이 되고, 참여와 네트워크로 표현되는 개인의 능동적 행위는 사회자본 형성에 직접적 영향을 줄 수 있을 것으로 기대된다. 본 연구는 이론적 검토를 통해 사회자본을 보다 명확하게 파악하기 위한 분석적 모형을 제시하고, 종로구를 대상으로 한 실증적 연구를 통하여 기존에 사회자본 연구에 존재해왔던 연구 가설들을 검토하였다. 그 결과, 1) 개인적 특성에서 성별, 연령, 학력 등은 신뢰로 대표되는 사회자본에 유의미한 영향을 미치고 있으며, 동일한 개인적 특성을 지녔어도 지역적 특성이 어느정도 신뢰수준의 차이를 가져오는 것으로 나타났다. 2) 주민의 참여가 많을수록, 그리고 네트워크 정도가 더할수록 사회자본이 증가하는 경향을 보인다는 것을 발견할 수 있었다. 이는 우리 사회의 사회자본을 증진시키기 위하여, 어떠한 변수들을 정책이나 행정활동이 촉진시켜야 할 것인가에 대한 정책적 시사점을 제공한다.

Abstract

Despite the widely shared belief that social capital is important in forming governance system that can respond better to social problems, conceptualization and analytical models of social capital have been flawed. This study attempts to respond to this weakness by examining the influence of two sets of variables, I.e, social characteristics and behavioral patterns of urban residents, upon the level of interpersonal and institutional trust. Multifaceted trust level is regarded here as a dependent variable of social capital to be explained by social characteristics--divided into individual demographical variables and local characteristics such as sub-regional income level and duration of residence--and behavioral patterns--residents’ community participation and networking. Survey data from Jongno-Gu residents reveal that 1) individual characteristics represented by gender, age, educational attainment etc. influence the trust level. 2) more participation and active networking increase both interpersonal and institutional trust. This study reveals that policy to enhance social capital is better to aim at nurturing suggested social characteristics and behaviors of urban residents.
