참여정부는 이전 정부들에 비하여 지방분권에 대해 보다 강력한 정책적 추진의지를 보여 왔다. 출범초기에 47개의 지방분권과제를 선정하고, 임기5년간 지속적인 정책적 추진노력을 경주하였다. 그러나 새로운 정부가 들어서고도 여전히 지방분권에 관련된 여러 가지 정책들이 수립되고 있다. 이는 결과적으로 참여정부에서 추진한 지방분권 정책이 만족할만한 수준에 이르지 못한 것을 말한다. 따라서 현 정부에서 올바른 지방분권 정책을 수립 및 추진하기 위해서는 참여정부의 지방분권 정책을 평가하여 문제점을 규명할 필요가 있다. 여기에서는 참여정부의 지방분권 정책을 사무, 조직․인사 및 재정의 세 가지분야로 구분하여 추진과정과 결과에 대해 평가하고, 그 결과에 기초하여 새로운 정부에서 추진할 과제를 제시한다.
Abstract
The Participatory Government has performed decentralization policies more strongly than any other governments in Korea. Also in the early of Lee Myongbak government, 47 decentralization tasks has been selected and endeavored continuously to perform those ones for 5 years during its term of office. But even in the new government, a lots of decentralization policies still have been establishing. It means that the decentralization policies which had been propelled in Participatory Government did not get to the satisfactory level yet. Therefore, in order to establish and perform the right decentralization policies in this government, it is necessary to evaluate the decentralization policies and define those problems. In this study, the decentralization policies of Participatory Government will be evaluated by areas of business, organization and staffing, and budgeting on the propelling process and its results. And the tasks need to be performed in this government will be suggested on the basis of evaluation results of decentralization policies in the Participatory Government.
