제주특별자치도 시군통합의 성과평가

본 연구에서는 2006년 7월 1일 제주특별자치도 출범이전에 있던 제주도 내의 4개 시군(제주시, 북제주군, 서귀포시, 남제주군)이 제주특별자치도로 통합되어 하나의 자치단체로 전환된데 따른 성과평가를 해 보고자 하는 것이다. 본 연구에서는 제주특별자치도에 대한 전반적 평가대신에 당초 존재했던 4개 시군이 통합되면서 통합이전에 예상했던 시군통합효과들이 어느 정도 나타나고 있는지, 또 이러한 효과를 극대화시키기 위해서는 향후 어떠한 점이 보완되어야 하는지 하는 측면에 초점을 두고자 한다. 이를 위해서 몇 가지 연구문제를 선정하였다. 분석결과, 첫째, 행정효율성면에서는 공무원 수가 타 지방자치단체에 비하여 증가율면에서 감소되면서 절감효과가 나타나고 있다고 할 수 있다. 둘째, 주민접근성면에서는 당초 없앨 것으로 예상했던 행정계층을 그대로 유지하면서 기대효과가 발생되지 못하고 있다. 셋째, 지역내의 지역균형발전 수준은 오히려 더 악화되어지고 있다고 할 수 있다. 넷째, 주민들의 서비스 만족도는 대체로 나아지고 있다고 할 수 있다. 향후 시군통합효과를 높이기 위해서는 행정계층을 없애서 서비스 전달체제를 간소화하고 정치적 접근보다는 행정적 접근방식에 의해서 시군통합관련 제도들을 다루는 것이 필요하다고 생각한다.
Abstract
This paper aims to objectively evaluate the effects of four cities-counties consolidation taken place in Jeju province on 1 July 2006. As it is three years now since the local government restructuring took place, it will be meaningful to attempt to evaluate whether it has had the economic, administrative and regional effects of city-county consolidation as expected before the consolidation efforts were made. In doing so, this study selects four research questions regarding the consolidation effects. The analysis results show that the consolidation effort has made a significant economic savings, it has not contributed to improving residents’ accessibility to local government offices mainly due to the maintenance of administrative tier, it has slightly aggravated the regional inequality problem between Eup, Myun and Dong within Jeju province, and it has elevated the residents’ satisfaction level of service provision to a certain extent. Although, it is difficult to assess the consolidation effects qualitatively and quantitatively, this paper suggests that in order for the city-county consolidation to be taken effect, it is essential for the administrative tier to be abolished.
