‘장소의 번영’과 ‘사람의 번영’ : 두 접근방식의 차이에 대한 이론과 사례

초록

도시 및 지역학계에서 오랫동안 지속되어 온 논쟁 중 하나가 이른바 ‘장소의 번영 (Place Prosperity)’ 대 ‘사람의 번영 (People Prosperity)’ 을 둘러싼 논쟁이다. 이 논쟁은 낙후 쇠퇴 지역의 문제를 해결하기 위해 공공이 개입할 때, 그 목표와 수단이 ‘장소에 기반(place-based)’ 해야 한다는 입장과, 그 곳에 살고 있는 ‘사람에 기반(people-based)’ 해야 한다는 두 가지 서로 다른 입장 차이에서 비롯된 것이다. 본 연구에서는 미국에서 주로 경제학자들을 중심으로 ‘장소의 번영’ 대신 ‘사람의 번영’을 지향해야 한다는 입장의 주요 논리, 그리고 이에 대한 반박으로 ‘장소의 번영’ 이 여전히 중요하다는 입장의 주요 논리를 각각 고찰하면서, 양 쪽 논리의 장단점을 파악해 보고자 한다. 또한 이러한 입장의 차이가 미국의 기존 도시 정책에 어떠한 영향을 미쳤고, 그로 인해 정책 방향이 어떻게 전환되어 나갔는지를 찾아보고자 한다. 이어서 우리나라에서는 그동안 ‘장소의 번영’과 ‘사람의 번영’ 논의가 주로 어떤 맥락 속에서 전개되었는지, 그리고 향후 우리나라 도시 및 지역정책에 대한 시사점은 무엇인지를 살펴보고자 한다.

Abstract

‘Place prosperity vs. people prosperity’ is a classic debating subject of urban and regional development theories and practices in U.S.A. In this paper, I try to review some traditional theoretical issues about this subject, and examine the strengths and weaknesses of these two conflicting approaches, focusing on logic, goal and policy instruments of each approaches. And then, I examine related arguments in Korea, and compare Korean and American argument. In conclusion, I emphasize the need for the unified people-place prosperity policies that integrate these two approaches.
