일본 커뮤니티 비즈니스 조직의 제도화에 관한 연구 : 니가타현 이와후네 지역 사례를 중심으로

커뮤니티 비즈니스를 비롯한 사회적 경제는 사적 영역과 공적 영역이 혼재하는 특성으로 인해 일방적인 정부지원만으로 제도화하기란 쉽지 않다. 본 연구에서는 커뮤니티 비즈니스가 비교적 활발한 일본 내 커뮤니티 비즈니스 조직의 제도화 과정에 대한 분석을 통해 복지혼합의 시대에 지방정부가 어떻게 사회적 경제를 활성화시킬 수 있는가, 사회자본의 증식에 기여하는가를 알아보고자 하였다. 일본 이와후네(岩舟町) 지역에서 커뮤니티 비즈니스가 제도화될 수 있었던 것은 첫째, 지방자치단체 계획의 수립단계에서 전문가를 참여시키고 사업운영의 과정에서도 다양한 행위자를 참여하도록 함으로써 전문가, 비영리조직 등이 사업구상과 실행의 단계에 지속적으로 관여했기 때문이다. 둘째, 기업･주민･행정･전문가 등의 네트워크 형성을 핵심적 사업으로 추진함으로써 지역 내 다양한 주체와 조직이 협력관계를 형성할 수 있었다. 셋째, 커뮤니티 비즈니스를 확대하기 위한 중간지원조직을 설립하고 이를 NPO법인으로 전환하여 사업을 수행하게 하는 등 정부지원금에만 의존하는 것이 아니라 영리조직, 비영리조직 등이 커뮤니티 비즈니스 지원 사업에 동참하게 함으로써 커뮤니티 비즈니스를 확산시킬 수 있는 자생력을 갖추게 되었다.
Abstract
The social economy, including community business is hard to institutionalize just by unilateral support of governments, because it is on the sector which private sector and public sector are mixed. This paper examines the institutionalization of community business in Japan, and the process of how the social economy and social capital are promoted by local governments in the welfare mix era. The success factors of institutionalization in Iwafune are summarized as follows. First, the local government devised plans with experts, and various actors participated to implement the plans. Second, diverse members and organizations in the community could set up cooperative relations, because the local government's core business was to promote network buildings. Third, the community has the ability to propagate the community business, not depending on a government subsidy fully, by established the intermediary organization for community business, certificated the NPO corporation later.
