산업연관모형을 이용한 지방정부의 산업간 연쇄효과 분석 : 중앙정부와의 비교

본 연구는 지방정부를 하나의 산업부문이라는 관점에서 접근하여 다른 산업부문들과의 연관관계 측면에서 지방정부의 특성을 분석하고 그 결과를 중앙정부 부문과 비교한다. 분석방법은 산업 간 연관관계를 고려하여 다양한 경제적 파급효과를 분석할 수 있는 산업연관모형의 연쇄효과 척도들을 적용하였다. 분석에 사용된 자료는 한국은행의 1995년, 2000년, 2005년, 2009년의 4개 연도 투입산출표이다. 분석결과, 지방정부는 투자지출과 같은 최종수요 증대가 국가경제 전반에 걸쳐 높은 생산유발효과를 갖는 후방연쇄효과가 큰 주요 산업부문인 것으로 분석되었으며, 이러한 후방연쇄효과의 크기가 시간에 걸쳐 증가 추세를 갖는 것으로 나타났다. 이것은 산업부문으로서 지방정부가 국가경제에서 주요 부문인 점을 의미한다.
Abstract
This study analyzes the characteristics of the local government in terms of relationships with other industrial sectors and compares the analysis results with the central government's ones. The analysis is based on the linkage measures of the input-output method which can analyze the several economic ripple effects among industrial sectors using production and demand dependence structures of industries. The 1995, 2000, 2005, 2009 year input-output tables of Korea are used as data. It turns out that local government has high backward linkage effects which have increased over time during the data period, meaning that it is a key sector in national economy.
