농촌개발정책의 패러다임은 변화하고 있는가: 신내생적 발전론 관점의 적용

2000년 이후 세계적으로 농촌개발정책이 기존의 경제적 성과 중심에서 지역사회의 지속가능성에 초점을 두는 정책으로 변화하고 있다. 이는 내생적 내지는 신내생적 발전론을 정책에 적용하여 새로운 농촌개발정책 패러다임을 형성하고있다. 이러한 변화는 연속적으로 정책의 목표, 지원대상, 추진체계, 평가지표의변화를 수반하게 된다. 그러나 우리나라의 농촌개발정책은 이러한 변화추세를반영하지 못하고 있다. 이론적재성과 정책과정모형을 적용하여 분석한 결과를살펴보면, 목적과 지원대상에 대해서는 새로운 패러다임의 개념을 수용하고 있는데, 이는 세계적인 변화를 따르고자 하는 정책담당자의 노력과 농촌현장에서의 요구가 결합된 결과로 보여진다. 그러나 정책의 실질적인 개혁이 반영되어야하는 추진체계와 평가지표 관련해서는 여전히 기존의 패러다임에 머물러 있는모습이 보인다. 이는 정책담당자들이 새로운 패러다임을 반영하기 위해서 구체적으로 어떤 부분을 어떻게 개선해야 하는지 인지하지 못하기 때문인 것으로 보인다. 따라서 정책의 개혁을 위해서는 정책담당자들이 패러다임 변화에 대한 구체적인 사례를 이해하는 것이 선행될 필요가 있다.
Abstract
This study aims at analysing the changes in the main paradigm of Korean ruraldevelopment policy. The concept of theory-ladenness of perception isused to identify the changes from traditional economic-centred policy to regionalsustainability focused one. The previous rural development policywere changed in the western countries who conducted typical developmentpolicy for increasing economic outcomes. Their policies are now looking forthe ways to achieve sustainable rural economies and societies based on theparticipation of local people in the development processes and the widespread networks, as a result. This tendency has been reinforced by the novelconcept of endogenous and neo-endogenous rural development. And itsubsequently replaces the old concepts of policy objectives, target groups,implementation processes, and evaluation indicators with new ones in manycountries. This study finds out that the Korean rural development policy hasfailed to settle down the novel concepts in the policy. In order to catch upthe world-wide tendency of the rural development, therefore, it is most importantfor the policy makers and practitioners in rural areas to understandthe post-modernistic concepts of rural development.
