한국의 분권과 자치: 발전론적 해석

이 글의 목적은 발전론의 입장에서 기존 한국의 분권 및 지방자치 논의를 비판적으로 해석하고 발전론적 분권/자치 파라다임 정립을 위한 실험적 모델을 제시하는 것이다. 기존의 논의들은 서구에서 유행한 분권/자치 논의를 주로 기술적이고 제도적인 측면에서 무분별하게 도입한 결과 한국형 분권/자치를 논의할 중심 개념의 부재를 불러왔다. 대안으로서 이 논문은 발전국가 재활용을 이중 국가론과 결부시켜 논의할 것을 제안하였다. 즉, 중앙은 세계화와 생산(투자) 기능을 담당하고 지방은 정부-시민사회 조합의 시너지 효과를 통하여 집합적 소비를 담당할 경우 기존 발전주의 국가의 급격한 해체 없이 재활용이 가능함을 주장하였다. 결론으로서 이 모든 논의의 초석은 결국 민주적 지방 시민사회와 결합한 지방정부의 역량 강화에 있음을 지적하였다.
Abstract
By introducing alternative interpretation of Korean decentralization policy from developmental perspective, this paper aims to criticize mainstream approaches on the issue and to provide alternative way of recycling the developmental state by borrowing some ideas from dual state thesis. As a conclusion, this paper points out the importance of new local governance structure based on capable local government supported and monitored by democratic local civil society.
