지방자치단체의 예산운영에 대한 연구 : 프랑스를 중심으로

본 논문은 프랑스의 지방예산운영에 있어 국가의 통제, 자율성 수준, 관리효율성 제고 등을 대상으로 연구하고 있다. 프랑스에서는 지방예산에 대한 일반적인 논의와는 달리 현실적으로 오래 동안 정착된 정치･행정문화의 영향으로 국가의 통제가 존재하고 자율성 수준은 법적인 제한하에서 유지되고 있다. 즉, 국가의 지방대표자인 관선도지사나 지방회계원의 개입이 강하고 자율성은 책무성과 밀접한 연관을 갖는다. 반면에 지방예산의 관리효율성 제고를 위해서는 자주재원의 개념도입, 자치단체간의 재정상황 분석이 가능한 재정지표 설치, 회계방식의 개혁을 도모하고 있다. 자주재원의 개념은 민간부문에서 활용되던 것이고 재정지표는 전년도 예산 또는 인구수준이 유사한 자치단체간의 비교분석에 용이하다. 그리고 회계제도의 개혁을 통해 예산과 회계간 통일성을 유지하고 지역주민에 유용한 정보를 제공하고 있다. 그리고 지방예산에 대한 시민참여는 예산회계정보에 대한 공개와 선거를 통한 정치통제가 가능하며 아직 낮은 수준으로 나타나고 있다.
Abstract
This study focuses on state control, autonomy level, management efficiency in french local budgets operation. In France, due to the long-established political and administrative culture, the local budgets unlike a general discussion are influenced by state control and the level of autonomy has been maintained under the legal limit. In other words, the state’s local representative, the Governor(préfet) or the intervention of the regional accounting courts(chambres régionales des comptes) is strong and the autonomy is closely related to the accountability. On the other hand, the management of local budgets in order to improve efficiency introduced the concept of autonomous resources, created the financial ratios that can analyze the financial situation among local communities and promoted the reform of accounting methods. Citizen participation in local budgets is still lower.
