새터민 ʻ정착지원 프로그램ʼ 유관기관간 협력연결망의 메커니즘 분석 : 네트워크의 구조변수에 대한 ERGM의 적용

초록

새터민 협력연결망이 기관 간에 지속적으로 형성되고 유지되기 위해서는 네트워크 존속에 대한 연구가 수반될 필요가 있다. 즉, 과연 그 연결망이 어떻게 형성된 것일까? 어떤 이유로 형성되고 지속되는 결과를 가져올 수 있을까? 등에 대해 설명할 방법은 사실상 없었으며, 이는 매우 어려운 일이었다. 이러한 맥락에서 본 연구는 새터민 정착을 위한 협력연결망의 존속을 분석하고 예측할 수 있는 ERGM방법에 기초하여 분석을 시도하였다. 분석결과 우선, 대체적으로 호혜성 변수가 통계적으로 유의미하였고 추정치 역시 높게나타났다는 점이다. 즉, 정착지원사업의 연결망은 협력적 성격이 나타날 때 형성될 수 있기에 지자체, 민간 및 공공기관 등 관련행위자들이 위계적으로 관계되지 않도록 자발적 유도를 이끌어내는 방법이 중요하다고 볼 수 있다. 둘째, 확산경향 역시 호혜성과 같이 연구가설인 정(+)의 관계와 부합하는 것으로 확인되었으나, 호혜성의 추정치에 비해서는 낮은것으로 나타났다. 이는 호혜성에 비해서는 낮은 영향력이나, 새터민 정착프로그램의 형성과 지속에는 중요한 구조변수임을 확인하였다는 데 의의가 있다. 인기도의 경우 모든 모형에서 통계적 유의성을 확인할 수 있었으며, 이 변수는 부(-)의 영향력을 나타내고 있었다. 이는 새터민 정착관련 정보교환 네트워크에 있어 타 기관에 비해 유독 명성과 영향력이 높은 기관들이 연결망에 참여하는 비율이 높아진다면 향후 연결망의 지속성을 확보하는데크게 어려움이 있을 수 있는 것으로 해석해볼 수 있다. 이행성 역시 대체적으로 가설의 방향과 일치되는 결과를 확인해볼 수 있었다. 즉, 이행성이 존재하는 경우에 새터민 지원 협력연결망은 형성될 가능성이 높으며, 또한 이행성이 증대한다면 협력연결망은 지속될 가능성이 높아지게 된다는 것이다.

Abstract

This study tested network hypotheses regarding coordination(reciprocity,transitivity, popularity, expansiveness) depending on the collaborative network structure of settlement support program for North Korean defectors. Analysis results via Exponential Random Graph Model (ERGM) show that the reciprocity,transitivity, and expansiveness factor are positively associated with the formation and sustainability of collaborative network structure. On the contrary to this, the popularity factor is negatively associated with the formation and sustainability of collaborative network structure, but this result is different to hypothesize relationships of both the popularity and the collaborative network structure. So, it requires a continuous testing on popularity hypothesis for many studies and researches.
