이 연구는 지방정부 신뢰성이 신뢰에 미치는 영향과 지방분권화의 조절효과를 실증적으로 규명하는 것을 목적으로 한다. 이를 위해 Mayer et al.(1995)의 신뢰성 통합 모형을 적용하여 온라인 설문조사 자료를 토대로 다중회귀모형을 활용하여 분석하였다. 분석결과를 요약하면 다음과 같다. 첫째, 지방정부의 두 주체인 지방의회와 지방자치단체의 능력, 선의, 진실성의 신뢰성 요소들은 모두 지방정부 신뢰에 긍정적인 영향을 미치고 있다. 둘째, 지방분권 인식 역시 지방정부 신뢰에 대해 긍정적인 영향을 미치고 있다. 셋째, 지방분권 인식은 지방정부의 두 주체 중 지방자치단체의 선의에 대해서만 조절효과를 갖고 있음을 확인하였다. 분석결과는 다음과 같은 점을 시사한다. 첫째, 지방정부의 선의를 강화할 필요가 있다. 둘째, 지방의회와 지방자치단체의 균형적인 역량 강화가 필요하다. 셋째, 향후 지방분권 수준을 지속적으로 강화할 필요가 있다.

Abstract

This study aims to empirically investigate the impact of local government trustworthiness on trust and the moderating effect of decentralization. The reliability integration model of Mayer et al. (1995) was applied and analyzed using a multiple regression model based on online survey data. First, the trustworthiness factors of the ability, benevolence, and integrity of local councils and executives all have a statistically significant positive effect on trust in local government. Second, the perception of decentralization also has a statistically significant positive effect on trust in local government. Third, it was confirmed that the perception of decentralization had a moderating effect only on the benevolence of the executive branch among the two entities of local government. The results of the analysis suggest the following. First, it is necessary to strengthen the goodwill of local governments. Second, it is necessary to strengthen the balanced capacity of local councils and local autonomous entities. Third, it is necessary to continuously strengthen the level of local decentralization in the future.
