본 연구의 목적은 첫째, 공동창출 이론을 토대로 세종형 자치경찰 모형(조직, 인력, 예산 확보 등 포함)을 도출하고 둘째, 광역경찰대응단 및 커뮤니티경찰센터를 기획･제안함으로써 112신고대응 및 공동체 치안활동 강화를 통해 시민의 치안서비스 제공에 대한 효능감을 높이는 데 기여 할 수 있도록 하기 위함이다. 이를 위해 자치경찰에 대한 현황분석(국가경찰과 자치경찰 사무와 지휘체계도), 자치경찰제도 쟁점 및 한계, 그리고 방향성 도출하였다. 그리고 공동창출 이론에 기반한 세종형 자치경찰 이원화 모델(조직, 인력, 인사 및 인센티브, 재원 및 시설 등)을 제안하였다. 무엇보다 실제 실현 가능성을 타진하여 공동체 치안활동이 실현될 수 있도록 커뮤니티경찰센터와 112신고의 신속한 대응을 위해 광역경찰대응단을 신설해 재편할 것을 제안하였다. 커뮤니티경찰센터는 범죄예방을 우선으로 하며, 광역경찰대응단은 112범죄신고 대응에 중점을 두되, 각기 두 기관이 상호 보완적 역할을 할 수 있다는 점을 강조하였다. 이를 통해「우리마을 안심공동체」를 결성하여 주민과 함께하는 공동체치안의 실현을 제언한다.
Abstract
The purpose of this study is, first, to derive a Sejong-type autonomous police model (including organization, personnel, budget, etc.) based on the theory of co-creation, and second, to plan and propose the wide-area police response team and the community police center to contribute to enhancing citizens’ sense of efficacy in providing security services by strengthening 112 call response and community security activities. To this end, the current status of autonomous police was analyzed(national police and autonomous police affairs and command system diagram), issues and limitations of the autonomous police system were identified, and directions were derived. And, based on the theory of co-creation, a Sejong-type autonomous police dualization model (organization, manpower, personnel and incentives, finances and facilities, etc.) was proposed. Above all, it was proposed to reorganize the community police center and the wide-area police response team to quickly respond to 112 reports so that community security activities can be realized by exploring the actual feasibility. The Community Police Center prioritizes crime prevention, and the wide-area police response team focuses on responding to 112 crime reports, but emphasizes that the two organizations can play complementary roles. Through this, we propose the formation of a “Safe Community in Our Village” to realize community security together with residents.
