한계비용 및 수요를 고려한 고속철도요금 할증에 따른 효과 추정 연구

우리나라 고속철도는 2015년 호남고속철도 개통으로 지금의 노선을 갖추었다. SRT와 KTX 그리고 강릉 고속철도 등 노선을 확대하면서 수요도 지속적으로 증가하였다. 철도산업은 대규모 재원이 투자되어야 하는 기간산업으로 우리나라의 경우 정부의 정책으로 고속철도 요금이 산정된다. 이렇게 설정된 고속철도 요금으로 수요가 효율적으로 분산되고, 운영비및 고속도로 투자비가 회수된다면 문제가 없을 것이다. 하지만, 이러한 문제는 사회적 부담으로 전가될가능성이 높아 고속철도 요금대안 및 재정적 건전성을 확보하는 방안을 다양하게 검토할 필요성이 대두되는 시점이다. 본 논문에서는 고속철도 수요 분석을통해 고속철도에 대한 지불의사가 높은 수요를 중점적으로 분산시키고 이를 통해 대체 가능한 수단으로의 전환을 통해 교통효율성을 높이는 방법을 제안하였다. 고속철도 주말의 첨두시를 중심으로 고속철도요금을 15%, 30% 할증하는 방안을 제시하였으며 수요가 대체가능한 수단으로 전환되고 혼잡이 감소하는 것을 확인하였다.
Abstract
In 2015, the Honam High-Speed Rail opened and the Korean High-Speed Rail was completed. High-speed rail was expanded and demand continued to grow. Railroads require a lot of investment and operating costs. However, in the case of South Korea, high-speed rail fares are calculated based on government policy. For these reasons, high-speed rail operating losses are higher than operating income, and debt continues to grow. These issues are likely to be passed on to the social burden, and it is time to consider different ways to secure high-speed rail alternatives and financial health. In this research, we proposed a method to improve traffic efficiency, focusing on the on-demand distribution of high-speed trains through demand analysis of high-speed trains and conversion to alternatives. We used Ramsey pricing to provide 15% and 30% surcharge for demanding weekend users. As a result, it was confirmed that the efficiency could be improved by switching demand to other means.
