상권 활력 및 업종 다양성 지수를 활용한서울시 골목상권의 특성 및 동태적 변화 분석

골목상권의 활성화를 위해 시행되고 있는 서울시의 골목상권 활성화 지원 사업은 사업 대상지를 선정하는 과정에서 단순히 정량적으로 점포 수만을 평가하여 맞춤형 지원을 위해 상권 특성을 파악할 수 있는 기준의 마련이 필요한 실정이다. 이에 본 연구는 상권 활력과 활력에 영향을 미치는 업종 다양성을 정량적으로 측정할 수 있는 지수를 개발하고 그 활용성을 제시하는 데에 목적이 있다. 2019년부터 2023년까지의 활성화 요인 등을 바탕으로 활력 지수 및 업종 다양성 지수를 개발하였으며, 두 지수 기반의 포트폴리오 분석과 마르코프 체인 분석을 통해 상권을 유형화하고 특성 및 변화 패턴을 분석하여 활성화 사업이 필요한 상권을 파악하였다. 분석 결과, 활성화 사업이 필요한 상권을 변화 패턴에 따라 변화가 없는 상권, 업종이 낮아진 상권, 활력이 낮아진 상권 등 3개의 상권으로 분류하였으며, 특징에 맞는 맞춤형 방안을 제시했다. 나아가 변화 패턴을 기반으로 미래의 사분면별 상권 비율을 예측한 결과, 현재의 상권 구조가 유지되면 활성화 사업이 필요한 상권의 비율이 42%로 가장 높게 나타나 상권 침체가 장기적으로 고착됨을 확인하였으며, 활성화 사업의 추진이 요구된다. 본 연구 결과는 활성화 지원 사업과 관련해 대상지를 정밀하게 파악하기 위한 데이터 기반의 기초자료로 활용될 수 있을 것이다.
Abstract
This study aims to develop indices that quantitatively measure commercial vitality and business diversity while demonstrating their applicability. Current revitalization programs in Seoul choose target areas primarily based on store counts, without reflecting concrete commercial district characteristics. To address this issue, commercial vitality and business diversity indices were developed using data from 2019 to 2023. The portfolio analysis and Markov chain analysis are conducted to classify commercial districts, identify their characteristics, and examine change patterns of commercial district. The results categorize districts in need of revitalization into three types: ‘stable’, ‘declining in diversity’, ‘declining in vitality’, and provide appropriate strategies for each type. In addition, projections indicate that 42% of commercial districts will require revitalization if current trends persist, emphasizing the necessity of revitalization policies. These findings provide a data-driven foundation for precisely identifying commercial districts requiring revitalization support.
