Abstract
There are two folds of the purpose of this study. Firstly, this paper divides the improvement of SIFIs system which is currently being discussed, reforming the proactive regulation·supervision system and the reinforcement of the ex-post resolution scheme. Secondly, in terms of minimizing deposit insurance fund losses, we establish the resolution scheme of SIFIs suited for our country's reality. Size, interconnectedness and substitutability have been suggested for criteria of identifying SIFIs through the international discussion and the guidance of evaluating criteria is currently being prepared. Therefore, once the international and the domestic criteria for SIFIs are established, the response plan of individual countries will be prepared. Apart from this, some countries including the U.S.A. implement a plan that prohibits expansion scales in order to reduce systemic risk of SIFIs. This trend will be spread out all over the world. To prevent “too big to fail” which can lead to moral hazard in financial institutions, financial institutions must bear the losses from the failure. Discussions about the establishment of resolution fund and the implementation of living wills which minimize confusion caused by bankruptcy and losses from the bankruptcy are currently under consideration. eanwhile, as implementing ex-ante fund and the integrated deposit insurance system in Korea, we may predict that the introduction of this system is not urgent in our country. However, considering the purpose of the deposit insurance fund and the resolution fund is somewhat different. We need to make a separate resolution fund preparing for systemic risk. In addition, a living wills plan has to be introduced immediately to minimize the fund losses. Unlike injecting public funds in the past financial crisis in Korea, we should make sure to follow the rule of sharing losses so as not to be a burden to the people.
