Abstract
This paper reviews policy reports and white papers to analyze the causes of the Silicon Valley Bank (SVB) collapse in March 2023 and the response of financial supervisory authorities. Our findings indicate that SVB’s failure primarily stemmed from inadequate risk management and poor internal control systems, which were ill-equipped to handle the bank’s rapid asset growth. Additionally, regulatory authorities failed to address SVB’s risks effectively, partly due to financial deregulation and credit expansion in response to the COVID-19 crisis. Ultimately, the SVB collapse underscores a broader failure in basic functions of prudential supervision. To prevent similar crises in the future, it is essential to significantly strengthen the prudential oversight of medium- and large-sized banks. Finally, drawing lessons from the SVB crisis, this paper proposes reforms for Korea’s financial supervision system, particularly in light of the Saemaul Geumgo crisis of July 2023.
