미국의 탈 중동전략에 따른 지역 경쟁과 이라크의 선택

미국이 중동출구전략을 구사하는 가운데 이라크를 비롯한 중동의 미국 동맹들은 미국을 대체할 새로운 옵션을 고민하고 있다. 이러한 위기요인들이 부상하는 가운데, 최근 중국이 경제 부문을 최전선으로 중동에 깊숙이 진입하려는 전략은 당연한 수순이다. 다만 미중 전략경쟁 시기 이라크를 포함한 중동국가들이 중국을 옵션을 선택한 뒤 따를 혼란은 중동국가들의 피해로 되돌아올 위험이 높기 때문에 어떤 선택이 차악이 될지 지속적인 관찰이 필요한 시점이다. 이라크가 2003년 미국과 2014년 ISIS의 침략의 암흑에서 벗어나 재건을 추진하고 있기 때문에 강대국 사이에서 갈등이 해소되어 긴장이 완화되기를 희망하고 있는 시점에 대리전장으로 희생될 위험에 노출된 입장에서 비동맹 지위는 이웃한 강력한 국가를 상대하는데 있어 균형감을 부여할 수 있다. 이러한 관점에서 현재 이라크에서 가장 요구되는 외교정책은 모든 영향력 있는 세력과의 협력을 보장하는 섬세한 균형 잡힌 파트너십 구축일 것이다.
Abstract
US allies in the Middle East, including Iraq, in the face of the US' contraction strategy in the Middle East, are contemplating new options to replace the US. With these crisis factors emerging, China's recent strategy to deeply enter the Middle East with its economic sector at the forefront is a natural step. However, there is a high risk that the chaos that will follow after Iraq and other middle eastern countries choose China as an option, will return to them during the strategic competition between the US and China. Therefore, it is time to continuously observe which choice will be the lesser worse. The non-aligned position can give a sense of balance when dealing with a powerful neighboring country from a position exposed to the risk of being victimized by a proxy warfare. From this point of view, the most demanded foreign policy in Iraq at present would be the establishment of delicately balanced partnerships that ensure cooperation with all influential powers.
