Abstract

This study explores the potential for improvement of open prison, analysing the open prison in Finland. Open prison in Finland originated in labour colony, labour camp, and prison colony which were established after the middle of 1940s. Mostly, offenders imprisoned for minor offences, inmates who are waiting for parole, and got a good score by the penal authority were transferred to these three type of open institutions. Those people lived in fairly mild condition compare to the prisoner in closed prison. They got paid wages for their work and lead a similar life such as ordinary people in society. These measures aimed at preventing crime by promoting the social adaptive abilities of inmates. Three institutions, afterwards, evolved into open prison. Nowadays, inmates in the open prison wear their own clothes, allow to go outside with permission from penal officer. Authority gives inmates more liberty as much as possible, for instance, smoking, using the internet, mobile phone, and social network service. Inmates work, pay rent to the prison and tax. They even send a funds to state funding for (crime victim)support service. They spend free time doing what they like, furthermore, sometimes they take supervised camping and fishing trips, do their grocery shopping in town and get three days of vacation every couple of months. The principle, aim, and effect which facilitate those policies in the open prison are as followed: First, authority's principle is that inmate is the one of the members of the community, not an odd or abnormal person. Second, the aim of criminal justice policy is to promote social adaptive abilities of inmates, not to punish them. Third, inmates are taught that offence entail social responsibility working open prison and authority accomplishes economic efficiency as well.
