마약류범죄의 특성과 예방대책: 청소년, 여성 및 외국인 마약류범죄를 중심으로

본 연구는 최근 4대 사회문제로 부각되고 있는 마약과 관련된 범죄 중 최근 급증하고 있는 청소년, 여성 및 외국인 마약류범죄에 대해 알아보고, 예방대책을 제시하고자한다. 연구방법은 형사사법, 경찰청 범죄통계, 대검찰청의 마약류범죄백서 및 선행연구들을 탐색하고 마약류범죄 예방대책을 모색하였다. 연구결과는 최근 5년 동안 마약류범죄를 비교해보면, 20대 이하 청소년의 마약류범죄는 143명에서 481명으로, 20 대는 2,111명에서 5,804명으로 급증하였다. 여성 마약류범죄는 2,719명에서 4,966 명으로, 외국인 마약류범죄는 948명에서 2,573명으로 증가하였다. 또한 마약류범죄자의 재범률이 36.6%로 평균 재범률 보다 높게 나타났다. 마약류범죄 예방대책은 첫째, 마약류 사용 방지를 위한 예방교육과 홍보이다. 마약류의 위험성을 알리는 주기적인 예방교육이 필요하다. 둘째, 정책과 법 규제이다. 철저한 감시와 처벌을 강화할 필요가 있다. 셋째, 치료 및 재활로 재범률을 줄이는 것이다. 넷째, 마약류범죄 예방을 위한 국제 협력이 필요성이다. 다섯째, 마약류범죄 예방을 위한 사회적 지원과 참여가필요하다. 마지막으로 취업 프로그램과 자조모임 운영이 필요하다.
Abstract
This study is aimed to investigate drug crimes among youth, women, and foreigners, which are rapidly increasing among drug-related crimes that have recently emerged as one of the four major social problems, and suggest preventive measures. The research method explored criminal justice, crime statistics from the National Police Agency, the Supreme Prosecutor’s Office’s White Paper on Drug Crime, and previous studies, and sought measures to prevent drug crime. The research results show that when comparing drug crimes over the past five years, the number of drug crimes among youth in their 20s and younger increased sharply from 143 to 481, and among those in their 20s from 2,111 to 5,804. Female drug crimes increased from 2,719 to 4,966, and foreign drug crimes increased from 948 to 2,573. Additionally, the recidivism rate of drug offenders was 36.6%, which was higher than the average recidivism rate. Drug crime prevention measures are as follows. First, preventive education and promotion to prevent drug use. Periodic preventive education is needed to inform people about the dangers of narcotics. Second, policies and legal regulations. There is a need to strengthen thorough surveillance and punishment. Third, reduce the recidivism rate through treatment and rehabilitation. Fourth, international cooperation is necessary to prevent drug crimes. Fifth, social support and participation are needed to prevent drug crimes. Lastly, it is necessary to run employment programs and self-help groups.
