The purpose of this study is to analyse the current status and characteristics of drug crimes among juvenile, by the government as a priority policy target for countering drug crimes. This study involved, national statistics on drug crimes and medical drug prescriptions were reviewed to provide an overview of the current situation. Eleven experts in drug-related fields and youth drug offenders were interviewed to gain insights into the characteristics of juvenile drug crimes based on their experiences. Additional quantitative and qualitative big data analyses of media reports were conducted to comprehensively review the latest trends and features of juvenile drug crimes. The results showed that juvenile drug crimes are increasing at a faster rate than other age groups, and the misuse of medical drugs is a concern. Through a social systems lens, juvenile drug crimes are interpreted as a result of “social neglect”. Big data analyses of media coverage indicated that adolescents' risk perception of drug crime has decreased, casual drug use may have become more common, and the risk of involvement in drug delivery has increased. Based on these findings, the report recommends enlisting education professionals in preventive education programs, implementing a comprehensive approach that takes into account adolescents mental health and the changing digital environment, and establishing treatment linkages at the beginning of enforcement and throughout the criminal justice process.
