본 논문의 가설적 주장은 인공지능+를 실행하려는 국가의 의도는 인공지능을 통해서 산업의 효율성을 꾀하는데 만 있지 않다. 이전의 인공지능모델은 인공지능을 산업의 효율성을 향상시키는 보조적 수단에 크게 벗어나지 못했다는 점이다. 글로벌 인공지능혁명이 일어나는 상황에서 국가는 인공지능이 중심이 되어 산업을 업그레이드하자는 데 의도가 있는 것으로 본다. 이는 인공지능+를 2023년 9월부터 등장한 새로운 질적 생산력을 추진하는 모델로 평가하는 데서도 잘 나타난다. 이러한 가설적 주장의 타당성을 찾기 위해서 제1장 제2절에서는 이론적 배경을 검토한다. 제2장에서는 중국의 인공정책발전단계 가운데 초기탐색단계와 가속추진단계를 중심으로 검토한다. 제3장에서는 먼저 인공정책발전단계 가운데 응용·구현 단계(2021-현재)를 살펴본다. 이후 인공지능+모델의 등장을 살펴보고 이 모델의 확산을 지방정부와 기업의 영역에서 살펴본다. 제4장에서는 인공지능+ 모델의 발전전략상의 몇 가지 의미를 제시할 것이다. 제5장인 결론에서는 요약, 시사점과 전망이 제시될 것이다.
Abstract
In March 2024, AI+ was presented for the first time in the government work report of the National People's Congress of the PRC. The purpose of this paper is to clarify the development strategy significance of AI+ in the fierce competition for the U.S.-China hegemony technology. China's AI development was in 2017. Since then, AI has been a priority in national policy. The AI+ model that appeared in 2024 means that AI has entered the stage of strong application. In fact, the AI+ model has been rapidly spreading to provinces and companies since the 2024 government report. The AI+ model has three important meanings in terms of development strategy. First, the AI+ model is a model that corresponds to the theory of new quality of productive forces, proposed by President Xi Jinping amid the importance of technological independence due to the U.S.-China technology hegemony competition. Second, AI+ is a model that emphasizes integration with existing industries. After the presentation of AI+ in the government's work report, examples of the integration of AI and industry are pouring out. Third, it suggests that the goals of the state is to switch from +AI to the AI+ model.
