미국과 중국의 생성형 AI 산업의 정책과 기업전략에 관한 연구

본 연구는 미국과 중국의 산업계에서 기술경쟁이 생성형 AI 기술개발과 시장형성과정에서도 이루어지고 있다고 보고, 미국과 중국의 산업정 책과 기업전략을 혁신생태계적 관점에서 살펴보려 하였다. 미국이 시장 선도형, 중국이 국가관리형 혁신패턴을 보여주지만 미국이 정책규제의 비강제성과 모호성을 통해 기업의 혁신공간을 보장해 주었고 같은 맥락에서 중국 역시 체제의 법률적 안정을 추구하면서도 기업의 법률적 책임을 적절하게 조정하여 글로벌 기업과 기술경쟁을 가능하도록 하였다. 한편 미국기업들은 혁신경쟁을 벌이면서도 관련 의제 설정에 적극적으로 참여하는 반면 중국기업들은 중국의 특유의 제도적 환경에 적응하면서도 오픈소스와 후발자의 이익을 적절히 활용하면서 글로벌 선도기업을 추격 하는 전략을 취하고 있다.
Abstract
This study, under the circumstance where US and China are competing against each other in technology development of Artificial Generative Intelligence, is aimed at analyzing US and China’s industry regulation and corporate strategy in the innovation ecology frame. While US is seeking market-oriented innovation, US companies are allowed to develop business and technology in the ambiguous and non-coercive industry policy and regulation. In the same vein, China Government is initiative in rule and regulation setting, China companies can compete with US and Global companies in utilizing Chinese institutional advantage and follower’s advantage.
