현실로서의 냉전과 한국 국제정치학의 형성－조효원과 이용희의 냉전 국제정치론을 중심으로－

이 글은 한국 국제정치학사 서술을 위한 시론으로 한국의 초창기 국제정치학자인 조효원과 이용희의 냉전 국제정치론을 다룬다. 지금까지 조효원은 유학파, 이용희는 국내파라는 매우 단순하고 불균형한 구도 속에서 비교되었다. 이 글은 두 학자 모두 냉전의 도래라는 국제정치적 질서 변동을 국제정치학이라는 새로운 지식 체계를 통해 포착했다고 해석한다. 조효원과 이용희는 미국에서 생산된 국제정치학 지식을 활용하면서 한국의 국제정치적 현실을 설명하고자 노력했다. 지식의 기원 추적에 기울어져 있는 한국적 국제정치학 논의는 지식의 기원을 한국만의 경험에서 도출해야 한다는 근본주의적 강박에 빠지기 쉽다. 이 글은 기존의 접근법과 달리 지식의 활용 측면에 주목하여 한국 국제정치학사 논의를 보다 역동적으로 접근하고자 했다.
Abstract
This article investigates the theory of international politics of Hyowon Cho and Yonghee Lee, the early international political scientists in Korea. Until now, Cho has been regarded as ‘American-centric’ and Lee as ‘Korean-centric’. This article interprets that both scholars captured the changes in the international political order, the advent of the Cold War, through a new knowledge system called ‘International Politics’. Both tried to explain Korea’s international political reality while actively utilizing international political knowledge produced in the United States. A large body of prior work primarily focused on how to make more ‘Korean-centric’ international politics. They were inclined to trace the origin of knowledge, are likely to fall into a fundamentalist obsession that the origin of knowledge should be derived from a unique Korean experience. Unlike the existing approach, this article attempted to approach the discussion of the history of international politics more dynamically by paying more attention to the aspect of knowledge utilization.
