Abstract
This treatise offers a survey of the cultural projects that the Asia Foundation carried out in the 1950s South Korea. The information is drawn from the foundation’s budget documents housed at Hoover Institution Archives of Stanford University. Committee for Free Asia, the former body of the Asia Foundation, was founded in California in 1951 when the spread of communism in East Asia caused great concerns for the United States. Central Intelligence Agency (CIA) involved in the establishment and management of the committee in early years, which in turn facilitated the organization’s principal effort to promote the anti-communist ideology in the region. However, after re-structuring in 1954, the re-named Asia Foundation shows a shift in focus. Rather than the direct spread of the anti-communist mandate, the organization stressed the promulgation of “civilization”, i.e., American liberal democratic model, in East Asia. The change is also evident in the opening of Seoul branch office in 1954. The Committee for Free Asia had seen no compelling need for the propagation of anti-communist ideology in South Korea, as South Korea had already become the most draconic anti-communist state after Korean War. The Asia Foundation’s Seoul office focused on the programs for the leadership training in Korean academia and cultural fields. It envisioned that the leadership in civil society would be vital to the development of the liberal democratic state in South Korea. However, such vision confronts a major challenge in 1961, when the military coup reshapes the political contour and course of South Korea.
