인공지능 기술의 발전이 인간의 삶을 한층 개선시킬 것이라는 기대감도 있지만 오작동으로 인한 피해, 인간의 일자리 축소 등에 대한 우려도 커지고 있다. 이러한 우려는 특히 공공부문에서 인공지능 기술을 적극적으로 활용하는데 있어서 걸림돌로 작용할 수 있다. 이와 더불어 기술적 측면에서의 리스크, 정책 및 제도적 측면에서의 규제 또는 활용 촉진을 위한 법제(근거)의 미비, 인공지능의 기술 특성에 대한 인식의 부족 및 이에 따른 인공지능기반 정보화사업 추진 및 운영의 미숙함 등이 공공에서의 인공지능 기술 활용의 저해요인으로 작용할 수 있다. 그러므로 인공지능 기술이 갖는 효용적 가치를 극대화하고, 그에 수반되는 리스크 및 부작용을 사전에 예방하기 위해서는 관련한 이슈들을 선제적으로 검토해 볼 필요가 있다. 본 연구는 인공지능 기술의 공공부문 적용 현황을 분석하고, 인공지능 도입에 따른 공공 정보화사업 추진상의 개선점을 심층인터뷰를 통하여 도출하였으며, 이러한 개선점에 대한 제도 개선과제를 제시하였다.
Abstract
Although there is a feeling that the development of artificial intelligence technology will further improve human life, there is also a growing concern about the damage caused by malfunction and the reduction of human jobs. These concerns can be a stumbling block to the active use of artificial intelligence technologies, especially in the public sector. In addition, risks from technological aspects, Lack of legal basis for promoting regulation or utilization in policy and institutional aspects, lack of awareness about technical characteristics of artificial intelligence, and inaction of propulsion and operation of artificial intelligence-based informatization project can be an obstacle to the use of artificial intelligence in the public sector. Therefore, in order to maximize the utility value of artificial intelligence technology and to prevent the risks and side effects that accompany it, it is necessary to review the related issues in advance. This study analyzes the application of artificial intelligence technology to the public sector and draws up the improvement points of the public information project through the introduction of artificial intelligence through interviews.
