지역 간 경제력 격차문제에 대한 접근: 격차측정기준과 정부간 재정이전제도를 중심으로

논문은 우리나라의 지역 간에 존재하는 경제력 격차의 상태에 대해 실증적으로 탐색하는 동시에 지방교부세를 중심으로 한 중앙정부 이전재정이 지역의 경제력과 지역 간 경제력 격차에 미치는 영향에 관하여 탐구하였다. 본 논문은 기존의 국내연구들이 집중적으로 사용해 온 GRDP 통계의 문제와 한계를 구체적으로 지적하는 동시에 다른 합리적인 경제력 측정지표와의 비교분석을 통해 기존 GRDP 중심 연구의 위험성과 불완전성에 대해 객관적으로 비판하였다. 구체적으로, 1인당 GRDP와 1인당 민간최종소비지출, 1인당 재산세, 1인당 주민소득세, 1인당 지방세 등을 비교해 보았고, 비교결과 순위 등 지표 간에 매우 큰 차이가 있음을 확인하였다. 분석결과 1인당 GRDP 지표에서 중위권에 머물렀던 서울과 경기가 소득, 소비, 자산 관련지표에서 최상위 실적을 보이는 등 그 동안 전문가 상식과 크게 달랐던 지역 간 경제력 격차의 새로운 면모를 발견할 수 있었다. 아울러 본 논문은 정부간 재정이전 특히, 지방교부세가 지역 간 경제력 격차의 상태에 영향을 미치는 중요한 요인임을 밝히는 동시에 그것이 실제로 지역의 경제력과 지역 간 경제력 격차에 어떠한 영향을 미치는지에 대해 초보단계에서 분석하였다. 보통교부세, 재정자립도, 경상비용비율에 관한자료를 가지고 지방교부세의 지역경제성장 기여 정도를 산술적으로 분석해본 결과 지방교부세의 영향이 지역별로 상당히 다를 수 있다는 사실과 함께 지방교부세가 지역 간 경제력 격차를 확대시키는데 일조할 가능성이 있다는 사실을 발견하였다.
Abstract
The purpose of this study is to find out the general aspect of regional economic disparity in Korea applying reasonable measurement means, and the potential influence of the equalization grants on the status of the regional economic disparity. Using data for consumption expenditure, local property tax revenue, local income tax revenue in per capita form as proxy variables for personal income by regions, the study vindicated the wrong aspects of using GRDP data approach. It turned out that there is a huge difference between the results of using per capita GRDP and using per capita data of consumption expenditure, local property tax revenue, local income tax revenue in terms of rankings and relative positions among the 16 regions being analyzed. In addition, this study tried to examine whether the intergovernmental grants, particularly, the equalization grant(Local Shared Tax) is one of the key factors influencing regional economic disparity in Korea. Based on the hypothesis proposed in the article and using very limited data available now, the study found that the Local Shared Tax might be an important factor widening the regional economic disparity in Korea. This is quite unexpected result considering fiscal equalization aspect of the Local Shared Tax.
