참여정부가 의욕적으로 추진하고 있는 국가균형발전정책 중 가장 핵심이 되는 것이 지역의 내생적 산업발전을 촉진하기 위한 "클러스터 육성 및 지역혁신체제 구축" 정책이다. 이글에서는 참여정부의 이러한 정책이 성공하기를 기대하면서 외국 사례를 통해 교훈과 시사점을 얻고자 한다. 이를 위해 이 논문에서는 외국의 클러스터 및 지역혁신과 관련된 이론, 클러스터의 성공 요인, 클러스터 정책의 특징 및 성공 조건, 외국의 정책 실패 사례를 유형별로 분석하고 이에 근거하여 정책 제언을 도출해 보고자 한다.
Abstract
Recently Korean Government's most focused policy out of Balanced National Development Policies draws upon the promotion of clusters and building-up of regional innovation systems to foster endogenous regional development. This paper has reviewed the characteristics of and conditions for cluster policy's implementation along with some arguments raised in the relevant literature, followed by dividing foreign relevant success factors as well as failure stories into some types and analyzing them in depth. Finally some policy lessons have been drawn and then some guiding principles for Korean regional policy suggested.
