외국의 퇴직연금과 한국의 퇴직연금

초록

2005년 말부터 도입되는 퇴직연금제도는 우리나라 4대 사회보험제도 가운데 처음으로 시도되는 public private mix이다. 퇴직연금은 이미 각국에서 보편화된 제도이며, 국민연금과 함께 다층연금구조의 핵을 이루고 있다. 따라서 퇴직연금의 정착을 위하여 외국의 경험을 검토하여 우리의 실정에 맞는 한국형 퇴직연금제도를 설계할 필요가 있다. 첫째, 노사가 합리적인 퇴직연금을 동의할 수 있도록 장치를 마련해야 한다. 본 연구는 이러한 장치로서, 생산적 보수규정, 근로자 차별에 대한 제한, 세제 조정 등을 이 필요하다. 둘째, 연금급여의 보장성의 강화가 필요하다. 이를 위하여 참여 연금기관의 안정성, 연금재보험기구의 도입, 근로자의 투자교육을 통한 안정적 기금운용, 등의 조치가 필요하다. 셋째, 국민연금, 개인연금, 퇴직연금을 중심으로 한 연금제도의 체계화가 필요하다. 마지막으로, 자본시장의 선진화가 전제되어야 한다. 기본적으로 연금제도는 건전한 자본시장을 기반으로 한다. 따라서 자본시장의 부실화는 연금의 부실화와 직결되며, 정부의 규제도 자본시장의 부실화와 직결될 수 있다. 그러나 자본시장의 선진화에 기초한 연금제도의 성장은 경제성장을 촉진한다.

Abstract

The Korean government is planning on implementing corporate pension in December, 2005. It is the first attempt of the public - private mix in the social insurance field. Corporate pension is already a popular system and one of the cores of multi-pillar pension system along with social security pension. Therefore, the corporate pension design should fit Korea's situation, reflecting on the experiences of advanced countries. First, the corporate pension should be designed so that employees and employers accept its contents. It should include the productive compensation rule, regulation of employee discrimination, tax preferences, etc. Second, the guaranty of pension benefits should be strengthened. The safety of the pension institution, the implementation of pension insurance, and employee education of the pension fund management should be prepared. Third, multi-pillar pension system consisted of national pension, individual pension, and corporate pension, should be set up. Lastly, the capital market should be improved to be able to manage corporate pension fund efficiently. Pension is based on the sound capital market. Therefore, the failure of capital market means the failure of pension. Inappropriate government regulations may lead to the inefficient capital market. However, the growth of pension based on the efficient capital market will accelerate the growth of economy.
