지역경제 특화 발전전략 －지역특구를 중심으로

중앙정부가 일방적으로 추진하는 지역균형발전정책은 효과적이지 못하다는 것은 많은 국가들의 경험으로부터 입증되고 있다. 중앙정부의 권한을 지방에 이양하여 지자체와 주민 스스로 지역발전을 추구하도록 하고 중앙정부는 이를 지원하는 것이 훨씬 효과적으로 나타나고 있다. 지자체가 차별화된 특화발전 전략에 의해 타 지역과 선의의 경쟁을 하는 지역경제 발전의 새로운 모멘템의 창출이 요구되고 있다. 중앙정부의 권한과 재원을 대폭적으로 지방에 이양하는 지방분권화를 통해 지자체 간의 경쟁을 촉발시켜야 한다. 현실적으로 단기간에 정부의 권한ㆍ재원을 대폭 지방으로 이양하기는 어렵다. 지역특구 제도의 발전적 적용을 통해 단계적, 점진적으로 중앙정부의 권한ㆍ재원을 지방으로 이양하는 한편 규제 특례의 성공 사례들을 다수 만들어내는 전략이 요구되고 있다. 지방자치단체는 독창적인 사업모델을 개발하고, 특구사업에 대한 고부가치화 및 지적재산 보호대책 방안 등을 적극 모색해야 한다.
Abstract
There are plenty of proofs that central government-led regional development policies have been unsuccessful throughout the world. New paradigm for regional development is required. Severe competition among regional governments should be encouraged with significant transfer of mandates and resources from central to regional governments. Radical decentralization is very difficult in the real world. The existing policy of nominating regional special areas should be utilized extensively to attain gradual decentralization. Accumulation of success cases of this policy will help diffusion of good practices throughout the country, which will help many other regional areas to find the best practice that fits their economic environments. Regional governments should try to establish profitable business model. They also have to find ways to enhance the value-added of their industrial activities and to protect intellectual properties of their creative outputs.
