배출권거래 실습을 통한 정책적 시사점 연구

본 연구에서는 2015～2016년 동안 한국환경공단의 「온실가스관리 전문인력 양성과정」의 교육생을 대상으로 진행한 ‘배출권거래제 실습’ 결과를 분석하였다. 본 실습은 현실의 배출권거래제도를 준용하면서도 다양한 저감옵션과 거래방식을 복합적으로 고려할 수 없는 현실을 감안하여 내부저감 및 시장거래만이 존재하는 시장환경을 설정하였다. 실습 결과 제약조건이 없는 시나리오에서 시장 전체의 유동성이 높아졌으며, 기업 규모별로는 소규모 사업장일수록 거래회전율이 높았다. 또한, 제약조건이 없는 시나리오에서 매수자들은 규제대응비용이 더 적게 소요되었는데, 이는 배출권시장을 활용하여 비용효과적으로 규제에 대응하였기 때문이다. 그리고 실습 과정에서 도출된 결론 및 시사점을 바탕으로 배출권거래제도를 더욱 효과적으로 운영하기 위한 정책 방향을 제시하였다.
Abstract
In this study, the results of the “Emission Trading Practice” conducted by the participants of the “Greenhouse Gas Expert Training Course” of the Korea Environment Corporation(KECO) during 2015～2016 have been analyzed. This study set up a market environment under the assumption that there are only internal mitigation options and market based emission trading. As a result, the market liquidity have increased in less constrained scenario and the small emission entities had higher market liquidity than high emission entities. Also, in less constrained scenario, regulatory response costs were lower because seller position entities responded to regulations in a cost-effective way by using the emission trading market. Based on the conclusions and implications derived from the exercises, the policy direction for operating the K-ETS more effectively have been suggested.
