거래비용의 관점에서의 한국 거래제의 운영성과 평가

본 연구는 국내 탄소규제의 주요 정책인 배출권거래제도의 운영 성과를 거래비용의 관점에서 고찰하고 시장의 효율적 운영에 필요한 정책 시사점을 제시한다. 특히 사후적 거래비용은 거래당사자인 기업의 학습곡선효과와 규제당국의 학습곡선효과를 통하여 거래비용이 계속 하락한다. 이를 위해 배출권거래제를 설계할 때 거래량과 유동성을 증대시키는 방향으로 설정되어야 한다. 또한 거래량을 증대시키는 방안으로 선물 및 선도거래 등을 확대함으로써 거래비용이 하락될 것으로 분석된다. 또한 사전적 거래비용으로서 할당이나 제도의 기본 구조에 대한 불확실성을 제거하여야 한다. 할당을 포함한 초기 재산권배분에 관한 불확실성은 사전적 거래비용을 증대시켜서 재산권 설정을 통한 후생증진을 근본적으로 방해하기 때문이다. 사전적 거래비용의 진정한 사회적 비용은 불확실성으로 인하여 배출권거래시장을 효율서 증진의 장이 아니라 지대추구의 장으로 성격을 갖게 되는 것을 방지하여 사전적 거래비용 발생을 방지하는 것도 필요하다.
Abstract
This paper attempts to evaluate the performance of the Korean Emission Trading Scheme in the perspective of transaction costs and to provide policy implications. Ex post transaction cost would continue to decline by the learning curve effects of the regulated firms as well as the regulatory authority. To accelerate the decline of expost transaction costs, it is desirable to design the system in the direction of increasing transaction volume and liquidity, to minimize the transaction costs. Introduction of futures and derivative markets contributes to increasing transaction volume. To reduce the ex ante transaction costs, the authority needs to substantially reduce the uncertainties involved with allowance allocation and other institutional settings. Since the uncertainties regarding initial property rights allocation, say allowance allocation, fundamentally hinder the welfare improvement by creating property rights and their markets. The true social cost from the ex ante transaction costs is making the society the place for rent seeking, instead of efficiency improving markets.
