문화민주주의 시대, 문화예술 정책 지향점에 대한 철학적 이해

본고는 사회 구성원이 문화 향유와 예술 창조의 주체가 되는 문화민주주의 시대를 맞아 그 개념 수립에 기여한 철학사적 배경을 살펴 봄으로써, 그와 관련된 다양한 하위 문화예술정책의 수립과 집행에 도움을 줄 이론적 개괄을 제공하고자 한다. 또 이러한 고찰은 문화민주주의 정책의 필요성을 방증함과 동시에, 그 정책적 이상이 사회 구성원의 문화향유 기회 확대를 넘어 직접적 예술 활동의 장려에 있음을 논할 것이다. 현대 사회에서 문화민주주의가 지닌 의의를 보다 용이하게 이해하기 위해 본고는 민주주의와 문화예술과 관련된 철학적 배경을 압축적으로 살펴 다음의 논점들을 보이고자 한다. 첫째, 고대부터 근대까지 민주주의 정체 및 자본주의 체제 발전과 연관된 인간 이해의 변화를 살펴본 뒤, 문화민주주의는 주권자 개인의 주체적 역량이 이론적으로 확장되었지만, 실제적으로는 다양한 삶의 가치 추구가 축소되는 모순적 상황 해결을 위한 치유책임을 보인다. 둘째, 문화예술과 관련한 개념 변화를 고찰하여, 문화민주주의 정책의 상징적 정점은 개인의 주체적, 능동적 예술 활동 행위를 통한 삶의 가치 제고에 있음을 논할 것이다. 셋째, 문화민주주의 정책은 ‘사회의 건강한 지속’을 궁극적 목표로 한다는 점에서, 관련 정책의 수립과 실천은 국가와 사회가 구성원 보호의 근대적 역할을 넘어 개인 삶의 질적 성장을 도와주는 단계로 진보하였음을 상징하는 효과가 있음을 보인다. 마지막으로, 구성원의 삶 곧 ‘생활’에 초점을 맞추는 문화민주주의 정책 실제는 장기적으로 근대적, 평가적 감상 및 향유 중심의 ‘생활문화’ 분야와 현대적, 주체적 활동 중심의 ‘생활예술’ 분야로 분류하고, 각각의 장점을 극대화할 필요가 있음을 논한다.
Abstract
This paper aims to establish a theoretical framework for understanding the practice of cultural policy within the context of cultural democracy, where individuals are encouraged to actively participate in their cultural recreation and artistic creation. Through an exploration of the philosophical foundations in the concept of cultural democracy, I argue that the ideal of cultural democracy finds its most authentic expression in the policy of “participatory art”, which fosters voluntary engagement in artistic activities and creative endeavors. To achieve this objective, I briefly examine the historical development of democracy, spanning from ancient to modern periods, through a philosophical lens, as well as the evolution of our understanding of the values of human beings as members of democratic societies. This investigation uncovers an inherent tension between the expanded political power that contemporary individuals possess as sovereign agents in theory and the diminishing recognition of their authentic values in practice. I argue that this paradoxical conflict substantiates the necessity of cultural democracy. Furthermore, I argue that the policies of cultural democracy reach their symbolic culmination in facilitating and supporting individuals’ personal artistic activities and creative pursuits. By doing so, these policies not only foster individuals’ authetic values but also promote the overall well-being of society. They also represent a significant historical development, signifying a transition from a modern state focused on protecting its citizens to a prospective state that actively supports and enhances the qualitative values of their lives, thereby ensuring the sustainability of a healthy society.
