영국치료모델을 통한 사회 내 성범죄자 치료 프로그램의 특징과 논의: 지역사회교정을 중심으로

이 연구의 목적은 영국 지역사회에서 실시되고 있는 성범죄자 치료프로그램들의 특징들을 살펴보고 한국 사회 내 치료프로그램들에 대한 시사점을 제공하기 위함이다. 이 논문은 우선 연구에 대한 문제제기로서 한국의 성범죄관련 재범실태와 문제점에 대해서 살펴보았다. 두 번째로 영국사회 내 성범죄자 관리 및 치료제도로서 먼저, Multi-Agency Public Protection Agreements(이하 MAPPA)의 탄생배경, 역할, 업무내용, 그리고 재범위험성을 평가하기 위한 과정들에 대해서 자세하게 살펴보았다. 그리고 영국의 사회 내 치료프로그램들(Northumbria Sex Offender; Thames Valley Sex Offender Groupwork; Community Sex Offender Groupwork; Internet Sex Offender Treatment 프로그램)의 구성에 대해서 분석하였다. 그리고 한국 사회 내 성범죄자 치료프로그램의 탄생배경과 프로그램 종류 및 구성 그리고 특징들에 대해서 분석하였으며 영국 사회 내 성범죄자 치료프로그램을 통한 한국 성범죄자 치료제도의 문제점을 살펴보고 개선하기 위한 시사점들을 살펴보았다.
Abstract
The purpose of this study is to examine sex offender treatment programs offered within British communities to provide a number of implications to community sex offender treatment programs in Korea. First, this study examined problems, realities, and re-offense rates of sex crimes in Korea. Second, history of Multi-Agency Public Protection Agreements(MAPPA) was discussed as well as its role and risk assessment procedures. Also, the contents of British community correction service(Northumbria Sex Offender; Thames Valley Sex Offender Groupwork; Community Sex Offender Groupwork; Internet Sex Offender Treatment programs) were discussed. Lastly, history, program types, and contents of Korean sex offender community treatment programs were described and some suggestions were provided based on the British community treatment programs for sex offenders.
