외국의 정신질환을 앓고 있는 성범죄자 치료제도를 통한 한국 치료감호프로그램 발전방안: 영국, 미국, 독일을 중심으로

이 연구의 목적은 한국의 정신질환을 앓고 있는 성범죄자치료제도에 대한 발전적 방안을 모색하기 위해 영국과 미국 그리고 독일의 정신질환을 앓고 있는 성범죄자 치료제도 및 프로그램들의 특성들에 대해서 살펴보았다. 이 논문은 첫째, 연구에 대한 문제제기로서 정신질환을 앓고 있는 성범죄자들의 실태에 대해서 살펴보았다. 둘째, 한국에서 정신질환을 앓고 있는 성범죄자들을 대상으로 인지행동치료(CBT)를 포함한 다양한 치료 프로그램이 제공되고 있으며 성범죄자 개인별 특성에 근거한 분류를 실시하여 집단 및 개인치료를 추가적으로 실시하고 있다. 셋째, 영국과 미국 그리고 독일의 정신질환을 앓고 있는 성범죄자들을 대상으로 치료제도에 대해서 분석하였다. 마지막으로 세 국가의 정신질환을 앓고 있는 성범죄자 대상 치료프로그램들의 특성을 도출하였고 한국 치료제도의 문제점을 살펴보고 개선하기 위한 시사점들을 살펴보았다.
Abstract
The present study is to examine mentally-ill sex offender treatment programs in South Korea and to formulate a plan to develop better treatment programs by examinning characteristics of mentally-ill sex offender treatment programs and systems utilized in Braintain, the United States, and Germany. First, recent statistics for mentally-ill sex offenders in South Korea were provided. Second, mentally-ill sex offender treatment programs and systems in South Korea were discussed. More specifically, a various treatment programs, including Cognitive Behavioral Therapy(CBT), ware provided as well as additional group and individual treatment programs were provided based on personal characteristics of sex offenders. Third, treatment systems for mentally-ill sex offenders in Britain, the United States, and Germany were analyzed. Lastly, characteristics of treatment programs in three countries were discussed and implications for South Korean sex offender treatment programs were also discussed.
