Anti-Alcohol-Fuelled Crime Actions of Police and Protection of Drunk People

Korean have been generous to Drunk People and dealt leniently with the person who disturbed the peace of the neighborhood or committed minor offence in drunken state. But nowadays a social consensus has been reached – finally – to change Korea’s drinking culture. Korean National Police Agency’s campaign, started in January last year, against crimes committed by habitual or chronic drinkers is in line with this move. And to cope with the increasing number of crimes and disturbances Korean National Police Agency had set up drunk tank for habitual or chronic drinkers in 2000 and provided programs to take them to alcohol treatment institution and give medical treatment. But these are not sufficient because of the lack of effectiveness and excessive violation of human rights. And police officers can take some protective measures provided in Act on Performance of Duties against drunken people who disturbed public peace and order and needs first aid. But these provision have many defects such as ambiguity, restriction and insufficiency of the measures that policeman can take. Because of these problems, police undertake demanding job in manage affairs with drunkards and drunkards are not sufficiently protected. This study examines anti-alcohol-fuelled crime actions of police by reviewing the police practice and provisions about them and lay out a scheme to control the crimes and disturbances committed drunken people.
