Police Activities and their Problem to prevent and reduce Alcohol-related Harm

Recently several crimes under influence of alcohol sent shock waves through the nation in Korea. Over-drinking might cause not only various health problems but also serious crimes. The Korea Super Prosecutor's Office's Analytical Report on Crime 2010 indicates that 16.5% of Crimes, especially 37.7% of murder, 45% of arson, 30% of rape, 33.2% of violence, 57.9% of unlawful interference with an officer in the execution of his duty were committed under influence of alcohol. In this review firstly is examined how much alcohol have a detrimental effect on crime. Most psychological research literatures support that alcohol may be associated with a variety of criminal offenses, especially murders and violent offenses. The Korea Super Prosecutor's Office's Analytical Report on Crime 2010 also indicates reflects similar results. Then is reviewed how police officers treat heavily drunken people. Trying to cope better with an increasing number of crimes or disturbances committed by heavily drunken people, the Korean National Police Agency has set up special lockup cells for heavily drunken people to sleep themselves sober in 2000, and designed and exercised program to take heavily drunken people to the emergency room and give medical treatment in 2009. This study reviews details and problem of these special lockup cells and the program. Based on this empirical analysis, this study suggests mutual cooperation between the social welfare system and criminal justice system. In other words, police, hospitals, city, local community, prosecutions and courts reinforce their mutual cooperation to protect and cure heavily drunken people.
