글로컬 가치사슬 개념에 대한 경제지리학적 검토: 2022 개정 세계시민과 지리 교육과정을 중심으로

이 연구는 사회학 및 경영학에 기원을 둔 ‘글로벌 가치사슬’ 개념이 실질적으로 담고 있는 ‘로컬’의 중요성을 검토하고, 이에 기초하여 2022 개정 ‘세계시민과 지리’ 교육과정에 제시된 ‘글로컬 가치사슬’ 개념의 활용에 대한 필요성과 적절성을 제시하는데 목적을 두고 있다. 이 개념 활용의 필요성에 대해 필자는 글로벌화와장소 간 연결성을 강조하면서 글로컬 가치사슬을 다음과 같이 정의하고자 한다. 글로컬 가치사슬은 1980년대중반 이후 가속화된 기업과 산업의 글로벌화 경향에도 불구하고, 부가가치의 실현은 로컬에서 이루어짐을 전제로 한다. 그러므로, 이는 부가가치의 장소적 실현(부가가치 실현의 장소성), COVID 19이후 근접성의 지리적 변화(전후방 연관구조의 입지적 이동성), 글로벌 가치사슬에서 제시한 가치사슬 거버넌스의 로컬 구현(거버넌스구현의 장소적 편성)을 통해서 형성되는 기업과 산업의 핵심 활동 영역이다. 이와 같은 맥락에서 필자는 글로벌 가치사슬 개념이 지닌 로컬의 중요성을 인지하면서, 글로컬 가치사슬 개념을 중심으로 경제지리학 및 지리교육학적인 접근의 필요성을 강조하고자 한다.
Abstract
This paper examines the significance of the ‘local’ dimension inherent in the concept of the ‘global value chains (GVCs),’ which originates from sociology and business studies. Building on this origin, it highlights the necessity and appropriateness of applying the concept of the ‘glocal value chains (GLVCs)’ in the 2022 revised Global Citizenship and Geography curriculum. With respect to the necessity of applying this concept of the GLVCs by emphasizing globalization and inter-connectivity between places, the author seeks to define the concept as follows. Despite the accelerated trend of corporate and industrial globalization since the mid-1980s, the realization of value-added within GVCs is fundamentally premised on local contexts. Therefore, the ‘GLVCs’ represents a core domain of corporate and industrial activity shaped by three key geographical dimensions: the spatial realization of value-added (the locational specificity of value-added realization), the geographical shift in proximity following COVID-19 (the locational mobility of backward and forward linkages), and the local implementation of value chain governance (the place-based configuration of governance). In this context, while recognizing the importance of the ‘local’ — a key characteristic of the GVCs concept —, in this paper the author highlights the necessity of adopting an economic geographical and geography educational approach on the basis of the GLVCs.
