세계화 시대 공무원 지리교육의 중요성과 강화방안

초록

오늘날 세계화는 엄청난 변화의 물결을 일으키면서 피할 수 없는 도전으로 다가오고 있다. 본 연구는 세계화 시대에 왜 지리학이 중요한지를 특히 정부의 행정과 관련시켜 정부 공무원들에 대한 효과적인 지리교육 제고를 위한 정책적 제언을 제시한다. 세계화 시대에서는 개별 지역과 장소가 세계 전체와의 유기적인 연계 속에서 역동적으로 변화해 나갈 수 있는 새로운 조건이 형성됨에 따라 지리교육의 강화가 더욱 요청된다. 특히, 정부내 정책형성과 집행과정에 직접 참여하고 있는 공무원들에 대한 효과적인 지리교육을 통해 공무원들이 세계화 시대에 대응한 적실성있는 지역발전전략을 설계할 수 있는 능력을 기르는 것은 세계화 시대의 국가발전을 위해 대단히 중요하다. 지리학을 정부 공무원들에게 효과적으로 교육하기 위해서는 우선 학교단계에서부터 지리교육의 강화가 요청되며, 공무원 채용단계에서도 각급 국가시험에 지리관련 직류의 신설 및 수험과목에 지리학을 부과하는 방안 등을 검토해야 한다. 공무원 교육훈련 단계에서도 효율적인 지리교육 커리큘럼의 개발과 적합한 교육기관의 선정 등을 통한 공무원 지리교육의 강화가 요망된다. 지리학자들도 평소 정부 정책과정에 적극적인 참여를 통해 지리학과 정부행정과의 긴밀한 관계 개척을 위하여 노력할 필요가 있다.

Abstract

Today, globalization has become an inevitable challenge bringing forth huge waves of changes. This research examines why geography is so important in the globalization era and seeks effective ways to strengthen geography education of government officials in the ever-changing world of globalization. As globalization provides each place and region with the appropriate conditions and opportunities for dynamic transformation and development in close relations with the entire world, geography education is more required. In particular, it is very important for government officials, directly involved in the process of policy formulation and implementation, to be properly educated in geography so they can develop the ability to design appropriate regional development strategies that will effectively respond to the global changes. To effectively educate government officials in geography, to begin with, the strengthening of geography education in middle and high schools is required. It is also necessary to newly establish geography-related sub-series and to make geography a mandatory subject in the civil service examinations. For the current officials, it is important to develop effective curricula and select appropriate institutes for geography education. It is the role of Korean geographers to actively participate in the policy process and to develop a close relationship between government administration and geography.
