서구사회 청소년업의 전문화에 관한 고찰: 미국 지방자치단체 청소년업종사자 핵심역량모델 사례분석을 중심으로

초록

본 연구의 목적은 서구사회 청소년업의 역사와 전문화 과정을 고찰한 후, 미국 지자체 청소년업종사자의 핵심역량 사례를 분석하여 직업적 전문화의 현실을 조명하는 것이다. 우선 서구사회에서 청소년업의 발전맥락과 직업의 사회적 인식에 대한 이해를 목적으로 청소년업 발달 및 전문화 과정을 개관하였다. 이어서 미국 지자체 청소년업종사자 핵심역량모델을 선별하여 사례를 구성하였고, 핵심역량의 특성을 도출하기 위해서 해당사례를 내용과 구조 측면에서 분석하였다. 그 결과 미국 지자체들의 청소년업종사자 핵심역량모델은 구조와 목적 면에서는 다소 차이를 보였으나, 세부 내용에서는 공통점이 많은 것으로 드러났다. 또한 미국 지자체 핵심역량모델의 사례분석을 통해서 청소년업의 특성인 공공성과 복잡성이 직업적 전문화 과정에 내제되어 있다는 점을 밝혔다. 결론적으로 서구사회에서는 청소년업의 전문화 과정을 통하여 청소년관련 학문, 실천분야가 하나의 공동체로서 발전할 수 있는 계기를 마련했다는 점을 강조하며, 서구 청소년업의 전문화가 국내 청소년관련 전문가 육성에 주는 시사점에 대해서 논의하였다.

Abstract

This study aims to discuss the process of professionalism of youth work in Western societies and to illuminate the reality of the occupational professionalism by reviewing the relevant literature. More specifically, this study overviews the history of youth work in order to shed light on the context of the occupational development and to explore diverse dimensions of its professionalism. Subsequently, the current study analyzes the contents and structure of a case consisting of eight youth worker competency models of the U. S. governmental agencies. The result of the case analysis reveals that the models have many common elements in terms of the content whereas the structures of the models vary. The result also highlight publicity and complexity of youth work. The author argues that the Western societies have established the opportunity for the both academic and practical fields of adolescence to grow as a solid community of youth development practice through the occupational professionalism of youth work. At last, this paper provides implications of the Western professionalism for the development of youth-related professionals in Korea.
