청소년지도자의 역량과 역량모델 연구에 대한 고찰

초록

배경: 청소년지도자의 탁월한 역량은 높은 수준의 청소년 프로그램 개발과 청소년과의 긍정적 관계 형성, 그리고 청소년의 친구이자 옹호자로서의 역할 수행에 필수적으로 요구된다. 그래서 청소년지도자의 역량 개발과 활용에 대한 관심이 증가하고 있지만, 청소년학계에서는 그에 대한 논의가 충분히 이루어지지 않고 있다. 목적: 이 연구의 목적은 청소년지도자의 역량과 역량모델 연구의 특성을 탐색하는 데 있었다. 방법: 청소년지도자의 역량과 관련된 자료를 수집하기 위해 사회과학 영역에서 많이 활용되는 데이터베이스인 한국교육학술정보원(www.riss.kr), 국회전자도서관(dl.nanet.go.kr), 한국학술정보(kiss.kstudy.com)를 통해 학술지에 게재된 청소년지도자의 역량과 관련된 논문을 검색하였다. 최종적으로 분석된 청소년지도자의 역량 혹은 역량모델 활용 연구는 6편, 개발 연구는 4건(5편)이었다. 결과: 청소년지도자의 역량모델 활용 연구는 주로 설문조사를 통해 역량 수준을 파악하고, 교육요구를 분석하는 방식으로 이루어졌다. 특히, 청소년지도자의 우선순위 역량으로 청소년 프로그램 설계 및 실행과 관련된 역량이 공통적으로 강조되었다. 역량모델 개발 연구는 주로 문헌고찰, 델파이조사, 행동사건면접 등의 방법을 통해 수행되었으며, 전문가 참여를 통해 타당성을 검증하는 절차로 이루어졌다. 그러나 이러한 연구들은 새로운 역량을 도출하는 데 한계가 있었고, 일부 연구에서는 우수 수행자의 기준 설정이 충분하지 않았다. 시사점: 사회 변화에 따라 청소년지도자의 역량과 역량모델도 변화가 필요하다. 그리고 미래 업무 기반의 역량모델 연구와, 청소년 분야 창업가 및 1인 프리랜서를 위한 역량모델 연구 등이 요구된다.

Abstract

Background: The exceptional competencies of youth leaders are essential for developing high-quality youth programs, forming positive relationships with youth, and acting as friends and advocates for young people. Consequently, there is growing interest in the development and utilization of competencies among youth leaders, although discussions in the field of youth studies have not been sufficient. Purpose: The purpose of this study was to explore research on youth leaders' competencies and competency model. Methodology: To collect data related to the competencies of youth leaders, academic papers on youth leaders' competencies were searched through databases commonly used in the social sciences, such as the Korea Education and Research Information Service (www.riss.kr), the National Assembly Library (dl.nanet.go.kr), and Korean Studies Information Service System (kiss.kstudy.com). A total of six studies on the utilization of youth leaders' competencies or competency models and 4 studies (5 papers) on their development were ultimately analyzed. Findings: Research on the application of youth leader competency models has primarily been conducted through surveys aimed at assessing competency levels and analyzing educational needs. Notably, competencies related to youth program design and implementation were consistently highlighted as priority competencies for youth leaders. Competency model development studies were mainly carried out using methods such as literature reviews, Delphi surveys, and behavioral event interviews, with validity verified through the involvement of experts. However, these studies had limitations in identifying new competencies, and some studies were criticized for insufficient criteria in selecting high-performing participants. Conclusions: With social changes, youth leader competencies and competency models also need to evolve. Future research should focus on competency models based on future job roles and develop models for youth entrepreneurs and solo freelancers.
