Abstract
This study analyzes the positive aspects and limitations experienced by out-of-school youth in utilizing support services and to explore the improvements they suggest. Interviews were conducted with 22 adolescents who left school after the implementation of legislation providing support for out-of-school youth and the interview data were transcribed and analyzed using an inductive, repetitive comparative method. The key findings are as follows. First, the positive experiences included practical career exploration support, such as career direction setting, assistance with the GED, and preparation for college admission. Additionally, the participants positively evaluated the sense of social connection, belonging, and achievement they gained through engaging in various activities outside their homes. Economic support, such as participation allowances, transportation costs, and meal support, was also mentioned as a beneficial aspect. However, several limitations were identified, including a lack of awareness about support services, which prevented timely assistance; weaknesses in the opportunities and content of support programs; and regional disparities in available services. To address these issues, several improvement measures were proposed: expanding tailored support that reflects the individual needs of out-of-school youth, providing accessible spaces and opportunities for interaction, strengthening connections between local K-Dream Centers(Out-of-school Youth Support Centers) and institutions for specialized employment and career support, broadening career and employment assistance, improving societal awareness and eliminating discrimination, and enhancing publicity efforts for support services. Based on these findings, the study presents implications for the future direction of support for out-of-school youth.
