한국 (제2)외국어교육의 문제점과 해결방안 연구: 프랑스의 외국어교육 정책 및 시사점을 중심으로

본 연구에서는 다원화 되고 있는 세계무대에서 경쟁할 수 있는 인재를 양성하기 위해 공교육에서 추구해야할 목표가 무엇인가를 성찰하는 작업의 일환으로서, 우리 공교육에서 제2외국어교육의 역할과 위상, 현재 대면하고 있는 문제가 무엇인가를 파악하고 그 개선방안을 모색하고자 한다. 이를 위해 우리는 먼저 계속해서 반복되고 있는 제2외국어 교과 존폐 문제와 관련된 쟁점을 검토함으로써 현재 제2외국어교육 현장에서의 문제점을 파악할 것이다. 다음으로는 최근 10여년에 걸쳐 완성된 초등, 중등 개정 교육과정에 따라 ‘영어 이외의 다양한 외국어교육 강화’를 모토로 운영되고 있는 프랑스의 외국어교육 정책을 검토·분석하여 영어 일변도로 이루어지고 있는 우리 외국어교육의 새로운 방향을 모색하는데 필요한 시사점을 도출해내고자 한다. 이 시사점을 바탕으로 마지막으로 우리 교육 상황과 문화를 고려하여 21세기 인재양성에 기반이 될 외국어교육을 구상하기 위한 몇 가지 제언을 할 것이다.
Abstract
The purpose of this paper is to examine the problems with foreign language education policies in Korea and to contribute to elaborating some improvement measures that can make up for the problems identified. For this purpose, we initially briefly identify the biggest problems currently faced by Korea's foreign language education policies. Next, we review and analyse France's foreign language education policies, which have been the most actively implemented policies, promoting acceptance of linguistic and cultural diversity. Based on the findings which have implications on formulating a new framework of foreign language education in Korea, some recommendations are suggested that Korean policy makers should expand their view of the future to create effective policies, rather than having a short-term perspective.
