Abstract

The low birth rate is a serious social issue in both South Korea and Japan, prompting the introduction of various policies to overcome it. In particular, promoting the employment of women who have taken a career break has emerged as a key challenge. According to the National Statistical Portal (KOSIS), the female employment rate in 2023 was 54.1% of the population aged 15 and older, while in Japan, the proportion of women in the labor force among the population aged 15 and older was 54.8%. This is 0.7% higher than in South Korea. Therefore, in this paper, we assume that one of the various reasons for Japan's low birth rate and high female labor force population is Hello Work, an agency of the Ministry of Health, Labor and Welfare located nationwide, and compare the face-to-face employment service of Korea's Employment Welfare Plus Center with the government's support policy. Japan's Hello Work supports customized face-to-face employment services for women. For example, the Mother's Corner of Umeda Hello Work in Osaka, Japan, is promoting customized recruitment information only for women who want to work separately. If the issues mentioned above, such as increasing the re-employment and employment rates of women with career breaks, are addressed as part of the solutions to the low birthrate, it could help overcome the low birthrate and contribute to an increase in the employment rate.
