창원시 행정구역 통합이후 주민 화합 정책에 관한 연구

본 연구는 창원시의 행정구역의 특성 및 개편의 역사적 변천과정과 함께 현재의 행정구역이 갖는 문제점 등을 살펴보고, 경상남도 창원시의 행정구역 자율통합 과정과 통합 이후 표출된 갈등상황 및 갈등문제를 분석함으로써 행정구역이 통합된 지역에서의 주민 간 소통의 중요성을 인식하고, 소통의 활성화를 통한 갈등상황의 완화 및 해결 방안을 제시한 것이다. 2010년 7월 1일 통합시로 출범한 창원시의 행정구역 개편에 따른 이해당사자간 갈등과 분쟁을 완화 및 해결할 수 있는 소통의 활성화 방안을 검토해 본 결과 몇 가지 보완점을 제시하면 다음과 같다. 첫째, 위원회가 실질적인 참여의 장이 되기 위해서는 형식적인 위원회 운영을 지양하고, 위원구성에 있어서 다양한 계층의 대표들로 균형 있게 구성되어야 할 것이다. 둘째, 공청회는 주민들이 적극적으로 참여하여 참여율을 높일 수 있도록 홍보를 철저히 하고, 공청회에서 제시된 의견은 적극적으로 시책에 반영시켜 주민의 참여의지를 고양시켜야 한다. 셋째, 주민참여제도에 대한 정보공개의 필요성이다. 주민참여제도에 대한 처리절차를 메뉴얼화하고, 처리과정과 결과에 대한 정보의 공개 등이 의무화되어야 할 것이다. 마지막으로 지역 NGO를 활성화해야 한다. 조직화된 시민운동은 시민의 정치적 역량을 강화할 뿐만 아니라 개인적 차원의 이익을 초월한 공동체의 보편적 이익을 추구하는 데 도움이 된다는 점에서 의미가 있다.
Abstract
The purpose of this study is to recognize importance of communication among residents in district with administrative territory integration and is to suggest a plan for easing and solving the conflicts through activating communication, by analyzing the process of free administrative territory integration in Changwon city of Gyeongsangnam-do Province. Suggesting some supplementations as a result of examining a plan for activating communication available for easing and solving conflicts and disputes among the concerned parties according to reorganization of administrative territory, they are as follows. First, in order for the committee to be a place of substantial participation, it will need to be composed in equilibrium of representatives in diverse classes when it comes to the constitution of committee members, with sublating the formal operation of committee. Second, the public hearing needs to be made the thorough publicity in order to possibly increase the participatory rate by which the residents positively join, and to encourage residents' will to participate, by positively reflecting the opinions, which were presented in the public hearing, in the policy. Third, it is necessity of opening information on citizen participation system. Residents' participation in the city-affair activity is increasing day by day following the execution of local government system. Even its method is institutionalized diversely. However, the majority include systems that are not well known or are strange to citizens. Finally, NGO needs to be vitalized. The organized civic movement has a significance in a sense of being conducive not only to reinforcing citizens' political capacity, but also to pursuing universal profit of community beyond profit in individual dimension.
