울산시 학령인구 특성과 학교군 조정 방안에 관한 고찰

본 논문은 울산광역시 학령인구를 중심으로 한 인구특성에 기반하여 시 학교군 조정의 필요성과 방안을 고찰한 것이다. 울산시의 19세 이하 학령인구는 1997년 351,518명을 정점으로 계속 감소하고 있다. 19세 이하 연령층이 도시 전체 인구에서 차지하는 비율도 1997년에 34.8%로 최고였으나, 매년 감소하여 2008년에는 27.1%로 줄어들었다. 전반적인 학령 연령층의 인구 감소 추세가 나타나듯이 각 5세 급별 연령층에서도 감소 추세가 뚜렷이 보이고 있다. 울산시 일반학군은 통학거리, 자연 생활권, 소재 고등학교와 거주 학생 수 등을 고려하여 4가지 조정안을 설정하였다. 분석결과 4가지안 중 제1안이 지역 간 연계를 고려한 실제적인 통학이 이루어지는 학군으로 평가된다. 또한 현재 학생들의 학교 지원 및 선호도 경향과 일치하며, 전학문제를 해결하는데 용이하다고 본다.
Abstract
This article investigates the necessity and method of adjusting municipal school district on the basis of population property around the schooling population of Ulsan Metropolitan City. Reaching its peak at 351,518 in 1997, the schooling population below 19 years old in Ulsan has decreased continuously. The rate of people below 19 years old in the total urban population reached its peak at 34.8% in 1997, but it reduced to 27.1% in 2008 after yearly reduction. As shown in the tendency of decreasing population of overall schooling, the tendency of reduction is also conspicuous in the age of 5 years old. Considering the distance from home to school, natural life circle, high schools and number of resident students, the general school district in Ulsan was established in 4 adjustments. According to the analysis, the 1st program among the 4 adjusted programs can be evaluated as the school district where students actually attend school in consideration of connection between regions. Further, it coincides with the school application and preference trend of present students, facilitating to solve the issue of transfer to other school.
