Abstract

Western civilization and science were introduced and imported into Korea during the Enlightenment (late 19th century) and Colonial (early 20th century) periods in Korea. The reactions to Western science and civilization found expression through the repetition of rumors and hearsay, much of which appeared in newspapers such as Tongnip Sinmun (The Independent), Daehan Maeil Sinbo (The Korean Daily News), and Hwangseong Sinmun (The Imperial Capital Gazette). Through an analysis of these rumors and speculations, I propose that the public reaction to civilization, science, and the “outside world” -- as expressed through printed rumors about war, foreign countries, railroads, and world fairs, for example -- can be paradoxically summarized by two phrases: “active passivity” and “reject- but-desire”. These seemingly incongruous word combinations reflect the nature of Koreans' contact with Western civilization in these periods, and how they formed their thoughts and reactions to these new phenomena. In this paper, I argue that the Korean public simultaneously accepted and rejected foreign influence in these periods through the creation and diffusion of rumors and speculation. Much of the news about foreign countries, colonized territories, and nations at war that appeared in nascent Korean mass media amounted to little more than baseless rumors or hearsay. Railroads, for example, often understood as a technology that introduced western culture as well as colonization, were the subject of a great deal of groundless rumor that resulted in public revolts against their implementation. The rapid diffusion of the (false) information about railroads attests to both the intense curiosity about (interpreted here as desire), and fear of modern civilization, science, and outside forces. I have termed this contradictory attitude “positive passivity”. Positive passivity gives rise to the resistance to, and rejection of colonization and foreign influence, on the one hand, and the desire for and acceptance of the ideas they brought with them on the other in order to achieve sovereignty. I call this ambivalence a tendency to “reject-but-desire”, whereby the rejection bespeaks a desire for that which is rejected. In short, this self- contradiction and ambivalence towards civilization and science mirror the criticism and desire for the same. The publication of rumors and hearsay about western civilization and science effectively situated these things “outside” the community by emphasizing their “foreignness”, but by doing so, they were ironically internalized in very complex and entangled ways. Due to the colonial situation, there was a resistance to wholesale acceptance and adoption of the foreign influences pouring into the country. Therefore, the paradoxes of “positive passivity” and “reject-but-desire” were the only attitudes that could be expressed towards “the scientific”.
