전근대 국가에서는 벼농사 작황이 사회의 안정과 위험 및 범죄발생과 유의미한 관계를 보인다. 이에 조선후기 기후변화가 범죄발생에 미친 영향에 대해 파악하였다. 먼저 범죄는 1777∼1863년 ≷일성록≸ 형옥류에 수록된 사형범죄 를 대상으로 폭력범죄, 경제범죄, 사회풍속범죄로 분류해 조사하였다. 폭력범죄는 폭행치사가 대부분이며 19세기 들어 극심해졌고. 재물로 인한 살인⋅강도도 다수 발생하였다. 경제범죄는 주로 절도나 위조 등이며, 사회적 혼란과 함께 사 회풍속범죄도 빈번하였다. 지방에서는 폭력범죄가 만연했지만, 한성부에서는 폭력범죄와 함께 경제범죄와 사회범죄 모두 자주 발생하였다. 같은 기간 연평균 강우량은 현재보다 약 35% 적어 대부분 매우 건조한 시기였다. 19세기에는 홍수가 18세기보다 3배 더 많았고, 19세기 중반에는 기상변동이 심해지면서 가뭄과 홍수가 반복적으로 나타났다. 미가는 급증 하고, 물가는 불안하였다. 가뭄과 기근으로 인한 폭력범죄도 다수 나타났다. 건조(가뭄)와 범죄발생의 상관성은 0.573으로 매우 높으며, 극심한 가뭄은 범죄발생과 0.253의 상관성을 보인다. 경제범죄는 가뭄 및 기근과 각각 0.403, 0.476의상관성을 나타낸다. 특히 이앙기 이전의 강우량 변화는 풍흉 및 미가의 급등으로 이어져 결국 절도와 같은 경제범죄 (0.238의 상관성)의 발생을 초래하였다. 이에 비해 홍수를 원인으로 하는 범죄발생은 0.097의 매우 낮은 관련성을 보인다. 이는 당시 기후가 한랭해 건조한 해가 대부분이었고, 도성의 치수 사업으로 범람이 조절되었기 때문이다. 이처럼 18 ∼19세기에는 강우량 변동으로 가뭄과 흉년이 빈번하였고 참혹한 기근으로 이어졌다. 결국 미가의 급등에 따른 물가상 승 및 쌀을 둘러싼 불법행위가 빈번하였다.
Abstract
In pre -mode rn countrie s, rice cultivation is a major indicator of social stability and risk, and shows a significant relationship with crime occurrence. Therefore, the impact of climate change in the late Joseon Dynasty on crime occurrence was investigated in this study. Crimes from 1777 to 1863 were classified into violent crimes, economic crimes, and social crimes for the death penalty crimes in ≷Daily Records of the Royal Court and Important Officials(日省錄)≸. Violent crimes are mostly assault and death, and became more severe in the 19th century. There were also many murders and robberies due to property. Economic crimes are mainly theft or forgery, and social crimes were frequent along with the tumult. While violent crimes were prevalent in the provinces, both economic and social crimes together with violent crimes occurred frequently in Hanseongbu(the capital of the Joseon Dynasty, 漢城). The average annual rainfall of 1771 to 1863 was about 35% less than today, so most of the m we re ve ry dry. In the 19th century, floods were three times more common than in the 18th century, and in the mid-19th century, droughts and floods occurred repeatedly as weather fluctuations intensified. The price of rice soared, and prices were unstable. The occurrence of drought led to famine(correlation of 0.271), resulting in a number of violent crimes. The correlation between drought and crime occurrence is very high at 0.573, and severe drought shows a correlation of 0.253 with crime occurrence. Economic crime shows a correlation of 0.403 and 0.476 with drought and famine, respectively. In particular, the change in rainfall amount from January to June before the transplanting dates led to a surge in poor harvest and rice prices, which eventually caused the occurrence of economic crimes such as theft (0.238). In contrast, crime occurrence caused by flooding showed a very low correlation of 0.097. This is because most of the years were dry due to cold weather at the time, and the flooding was controlled by the metropolitan government’s water supply project. In this way, in the 18th and 19th centuries, when Joseon society was changing rapidly, drought and famine were frequent due to fluctuations in rainfall, leading to severe famine. During this period, inflation and illegal activities surrounding rice we re frequent due to the soaring rice prices.
