Abstract

This study aims to investigate that extreme changes in climates from the Late Medieval to Modern era played an important role in criminal behaviours in Europe on the basis of climate determinism. Weather conditions and climate had been reconstructed in the Late Middle Era(13th-15th century) and Modern Era(16th-19th century) by using literature records and historical documents as proxy data. The cold and frequent abnormal weather conditions during the Little Ice Age reduced the growth period of crops, resulting in the failure in cultivation and further in the famine and the disease. Besides, the expansion of glaciers and the enhanced thermal intensity in mid-high latitudes resulted in the natural disasters, such as storms, floods, drifted-sand blowings, in which many casualties appeared and the devastation of agricultural lands accelerated. The resulting unemployment and poverty caused lots of poor vagrants to walk around begging for a living, which had been regarded as a crime and punished to improve the labour force. The irregular warming in the 18th-19th century, and cold climate and abnormal weather conditions also led to a sharp decline in the crop productivity, resulting in a number of vagabonds. On the other hand the policy of labouring corrections to edify vagrant criminals enhanced the social defense capability effectively by relieving poverty and increasing productivity, and minimised the risks of the crime in Europe.
